Resolved Question: What do you think of The illegal who escaped prosecution in vehicular homicide, the death of motorcyclist?

DALTON — Ismael Lopez-Rodriguez was charged in August of 2009 with second degree vehicular homicide, a misdemeanor, in the death of motorcyclist Audie Burnette of Chatsworth after he pulled in front of Burnette on the South Bypass. Just over three months later he was taken from jail and deported from the Dalton area — and from facing criminal prosecution — in a case that District Attorney Kermit McManus said “backfired” on local authorities. “Now I can’t prosecute him because he’s been taken away,” he said. “Is that good or bad? It’s bad from the standpoint of prosecution, since we haven’t been able to complete our work ... (and) we have a (victim’s family) who has been left unfulfilled. A prosecution sometimes helps with the closure process. In that standpoint, it’s failed us.” Lopez-Rodriguez, 36, was also charged with failure to yield, driving on an expired license, failure to register a vehicle within 30 days of moving to Georgia and failure to get a driver’s license within 30 days of moving to the state — all misdemeanors. Two weeks after the accident, at his court appearance, Lopez-Rodriguez was granted a $50,000 bond, but by that afternoon he had been placed “on hold” at the Whitfield County Jail by Immigration and Customs Enforcement (ICE). Lopez-Rodriguez was later charged with the felonies of identity fraud and forgery, and also with giving false information to authorities, and was denied bond on those charges. McManus said his office was waiting on investigation results from the Specialized Collision Reconstruction Team (SCRT) of the Georgia State Patrol to see if any felony charges could be lodged in Burnette’s death. “What happened in his case was that it wasn’t indicted fast enough,” he said. “We were waiting on the SCRT team report to make sure (the wreck) wasn’t just a misdemeanor. There could have been some other charges that made it a felony, so we couldn’t dispose of the case. But if you haven’t indicted somebody after 90 days, the defense can file a motion and the judge has to set a bond. So we hadn’t gotten him indicted — we were two weeks away — but he was gone.” Ismael-Rodriguez was “gone” to ICE detention. McManus added the case has been indicted, and “if he ever comes back, assuming he was deported — or whatever ICE does with him — we may eventually see him again. “In my view, it brings us back to where we’ve always been in these situations,” he continued. “What do we do with these victims of crimes (committed by illegal aliens)? If you have somebody who has been victimized — identity fraud or burglary or theft or damage to property where restitution needs to be paid — and (the perpetrator) gets deported, then that person’s rights have been defeated, so to speak.” He explained in the last 15 years there has been a “process” for prosecutions in the DA’s office for those here illegally. “We’ve always maintained that they should be treated the same for criminal prosecution as somebody who is a U.S. citizen,” McManus said. “The punishment for (certain crimes) for a U.S. citizen would be that they go to prison. That’s where we’re going to be going in terms of our recommendation, what we expect to have happen whether (an illegal alien is) convicted by guilty plea or a verdict, that they will be sent to prison — not that we want to deport them. That’s a benefit to them, they’re getting off scot-free. They’re off the hook, they’re back home. No, we’re going to put them in prison like anybody else and then they’re going to serve their time and at the conclusion of their time we’re aware that the Department of Corrections has a relationship with ICE ... and ICE will do the deportation if that’s what they’re going to do, and they usually do.” He said that a probation-type crime was different regarding an illegal alien. First the court system would try to get restitution for the victim, if that was required, then the presiding judge would be asked to have the offender spend 90 to 120 days in the local jail, and during that time authorities will notify ICE they are in custody and have been convicted of an offense. “Then it’s up to ICE to come get them ... and deport them if that’s what they’re going to do,” said McManus. Rumors that Ismael-Rodriguez has returned to the Dalton area to work have not been substantiated by law enforcement authorities. http://daltondailycitizen.com/local/x383276978/The-illegal-alien-who-escaped-prosecution

Resolved Question: For native English speakers, can u understand this?

I have been learning English for 15+ years, but when I read the following passage quoted from the news. I couldn't understand a thing it says, I feel so frustrated. I am just wondering if native speakers can even understand this, or is it just that I need much more work in improving my English. 1. Is this news hard for you to understand also? 2. How many % can you understand? 3. Do you understand the meaning of all the words used in this news? If not, please tell me about how many words you haven't seen or not understand in this news. Thanks! ____________________________________________________________________ CANNES (Hollywood Reporter) - Solemn themes of exile, freedom of expression and the artist's struggle to be understood are tinkled in a wry and charming way by Otar Iosseliani, who channels them through the experiences of fictional Georgian director Nicolas (Dato Tarielashvili), who can never be happy or at home anywhere, and whose films flop everywhere. Offering an affectionately ironic look at both filmmaking and everyday life in Soviet Georgia, "Chantrapas" is light but satisfying fare for the cultured or cinema-literate. European arthouse cinemas seem to be its natural abode. "Chantrapas" opens with a test-screening of Nicolas' film (actually a short film made in 1959 by Iosseliani) to his two best friends. One advises him to re-edit it to avoid certain banning by the authorities. The other friend vehemently champions artistic integrity. The film then digresses to offer a slice of Georgian small town life: Nicolas' halcyon childhood days of clandestine smoking and drinking, and making mischief on the alcoholic local friar; the townspeople's hilarious fondness for hard liquor; and skits of Nicolas' eccentric and irascible grandfather (Civi Sarchimelidze), who cuffs people over the slightest tiff. The official verdict on Nicolas' film, his smuggling of the print to a French producer, and his final departure to France are all handled in an understated, slightly farcical touch, with parodic passages of film shooting and film-within-a-film slipped in between. His arrival in Paris at the halfway point and his life as an emigre symmetrically parallels his life in Georgia. In one thoroughly amusing scene, to prepare for the Soviet ambassador and his cultural attache's visit to his basement lodge, Nicolas and his fellow emigres decorate the room with propaganda posters and play the "Internationale" at rock-music volume. Eventually, Nicolas' French lover helps him find investors and producers, but their meeting is a disaster. The film ends on a playfully mythical note, perhaps suggesting that art is as dangerous and seductive as a siren. Although Nicolas' experiences echo Iosseliani's own life as a director whose works were banned in his native Georgia, prompting his emigration to France, it would be way too simplistic to see the drippy and disgruntled protagonist as the master's alter ego. It is obvious that the director wishes to make a universal observation on how an artist survives in the world, while simultaneously parodying his self-importance. Hence his ironic choice of title "Chantrapas" (a word coined in 19th Century Russia to describe those who cannot sing, and whose modern usage means "good for nothing") to reinforce his character as a misfit. Iosseliani also keeps artistic distance by making the time period non-specific, vaguely pre-Glasnost. More importantly, he does not takes sides, showing how the Communist officials express appreciation for Nicolas' film even when they are required to ban it, while the French producers are more authoritarian -- especially in the scene when Nicolas enters the editing room to find the floor piled with outtake film which they have sliced contemptuously. Technical credits are polished, especially in the superb choice of music scores that is always appropriate to the situation, from traditional folk songs and Soviet propaganda music to classical and contemporary.

Resolved Question: Unique places to stay - aka Valentine's Day / Birthday Dilemma?

My boyfriend's birthday is next weekend, so it's a lot of pressure on me to come up with something great for us to do when you factor in Valentine's Day. He's a smart cookie- likes Discovery Channel and whatnot, so I was going to sign us up for the Valentine's Day adult sleepover at the Georgia Aquarium. It seemed perfect! Well, they are totally booked. Does anyone have any ideas? I am stumped. It's still cold in this area so that eliminates camping. Hotels are boring. I hate bed and breakfast places. Cabins are booked. Other aquariums within 1-2 hours of here do not do sleepovers unless you are part of a huge group. Please help! In summary, I need a unique lodging idea and activity. Thanks!

Resolved Question: can you summerize this for me?

Ugandan refugee turns hotel soap to hope Nearly two decades after he arrived in this country, Ugandan Derreck Kayongo is still bowled over by one subtle display of American wealth: the endless array of soaps available in stores. In his African homeland, the cost of soap is out of reach for many, often with tragic consequences. In 2004, the World Health Organization found roughly 15 percent of deaths among Ugandan children under age 5 resulted from diarrheal diseases, many of which could be prevented through hand sanitation. Now America's bountiful soap bars have prompted Kayongo to launch the Global Soap Project, an effort to help his country's poorest - one used bar of hotel soap at a time. An Atlanta-based anti-poverty advocate, Kayongo has collected several tons of lightly used soap bars under a plan to melt them down, sterilize them and reshape the soap for shipment to refugees in Uganda to help curb disease. For Uganda's destitute, soap is a luxury. "Most people find it very hard to spend money on something like soap which could actually help them prevent diseases," Kayongo said. A bar of soap can run 500 Ugandan shillings - about 10 American cents - on a continent where many refugees have a dollar to live on daily. Cleaning up with used soap sounds, well, dirty. But Kayongo said soaps will be separated by hotel brand and gently washed to remove makeup and other surface dirt. Next, bars will go into a high-temperature oven where they will melt and transform into a soapy, sterile, slurry. Kayongo said the mixture will go into molds to harden and emerge as large bars of soap. "All it needs is just cleaning and re-melting and remolding," he said. Soap for charity Each day, in millions of American hotel rooms, the cleaning staff replaces soap and other toiletries. Patrick Maher, a consultant to the American Hotel & Lodging Association, said hotels usually throw away used soap. But he said nonprofits have begun stepping up to recycle soap for charitable purposes. "It's one of the new things this year," Maher said. One such charity, Florida-based Clean the World, says it has collected about 17,000 pounds of used soap since February for distribution in impoverished countries worldwide. For the Global Soap Project, Kayongo says he has gathered 10,000 pounds of used hotel soap from 60 hotels in Georgia, Florida and Tennessee. Hotels collect lightly used bars which they place in bins. One of Kayongo's 10 volunteers takes the bars to a donated warehouse near Atlanta that he's using. Kayongo's own family had once thrived off his father's business making soaps and running a printing press in Uganda. But Kayongo said they went from being members of the middle class to refugees, losing everything under the harsh rule of former Ugandan dictator Idi Amin. The family fled to Kenya, where Kayongo said life without basics became the norm. Now Kayongo wants to give other refugees a small item that can make a big difference. He plans to send off his first shipment in late October. Kayongo, a senior advocacy field coordinator for CARE International, has committed about $5,000 of his own money toward the $13,000 cost to send the soap and is seeking donations to make up the rest. CARE International, a global anti-poverty group, is not sponsoring the project. The luxury of soap Since June, just one Ritz-Carlton hotel in Atlanta's Buckhead neighborhood has turned over 3,000 pounds of soap which otherwise would have gone into the trash. "When I heard Derreck speak about it, I thought it sounded really easy and why haven't we been doing this all along?" said Olivia Brown, a manager at the hotel. Kayongo got the idea back in the mid '90s. He'd recently arrived in America and when he settled into his hotel, Kayongo was surprised to find packages of soap. He used the bars, but was confused the next day when he found they'd been replaced. "This went on for two or three days," said Kayongo, who finally called his father back in Africa and chuckled about it. The men talked about how the soap could be melted down and reused. Kayongo sat on the idea for a few years, until his father recently brought it back up. "If you live on a dollar a day," Kayongo said, "what are the chances you spend even one cent of that dollar on buying a luxury like soap?"
